The Division of Small Business Opportunity (DSBO) formerly known as the Mayor's Office of Contract Compliance's (MOCC) goal is to provide the latest information on contracting opportunities and requirements for Small Business Enterprises (SBE) and Disadvantaged Business Enterprises (DBE) within the City and County of Denver. DSBO certifies the ownership status of SBE/DBE firms and monitors contracts for the requirements of the DBE program for federally funded projects All-Phase is certified to perform on contracts with the Colorado Department of Transportation (CDOT), the Regional Transportation District (RTD) & the Denver Water Board (DWB), Federally Funded Airport Projects/Consessions and/or Federally Funded highway-related projects.

All-Phase is eligible for preferential consideration for Federal Contracts.
The HUBZone Empowerment Contracting Program stimulates economic development and creates jobs in urban and rural communities by providing Federal contracting preferences to small businesses. These preferences go to small businesses that obtain HUBZone (Historically Underutilized Business Zone) certification in part by employing staff who live in a HUBZone. The company must also maintain a "principal office" in one of these specially designated areas.
SBA's HUBZone program is in line with the efforts of both the Administration and Congress to promote economic development and employment growth in distressed areas by providing access to more Federal contracting opportunities

All-Phase is eligible for price evaluation adjustments of up to 10 percent when bidding on federal contracts in certain industries. The program also provides evaluation credits for prime contractors who achieve SDB subcontracting targets.
In addition, negotiated contracts where SDB participation is an evaluation factor can provide monetary incentives for prime contractors that meet specified targets for SDB subcontracting in the SIC major groups.

What Benefits Can Prime Contractors or Consultants Receive in the ESB Program?
CDOT provides payments to prime contractors and consultants when work is subcontracted to eligible ESBs to encourage ESB participation on CDOT projects, such as:
Financial Reimbursement Payments
1) First-Time Reimbursement Payment
Payment (up to $5,000) to a prime contractor or consultant who retains an ESB subcontractor or subconsultant that has never had a contract or subcontract on a CDOT project. 2) Hourly Reimbursement Payment
Payment (up to $7,500) to a prime contractor or consultant who trains one or more ESB(s) as subcontractor(s) or subconsultant(s) on a CDOT project. 3) Reimbursement payment (up to 5 percent of the ESB subcontractor's award to a maximum of $5,000) to a prime contractor for costs incurred if the prime had agreed to waive its bonding requirements for the ESB and the ESB subcontractor fails to perform.
Professional Services Consultant Evaluation
CDOT provides up to 5 evaluation scoring points, or increases the weight given to existing scoring points, if the prime consultant is either an ESB or will use an ESB as a subconsultant.

In 1994, the President signed the Federal Acquisition Streamlining Act (P.L. 103-355) landmark legislation that calls for major revisions in the federal procurement laws for all civilian and defense agencies. FASA significantly changed the way the government does business.
The most significant provisions of the law established the government wide goal for participation by small business concerns owned and controlled by women at not less than 5% of the total value of all prime contract and subcontract awards for each fiscal year.
The WOSB Procurement Program has a required goal set by law, but there are no set-aside procurement programs or incentives for awarding a contract to a woman-owned small business. Therefore the U.S. Small Business Administration (SBA) is determined to work with other federal departments and agencies to establish aggressive goals and to develop meaningful initiatives in cooperation with other SBA program areas to ensure that the goal for WOSB is achieved.
Because of the 5 percent procurement goal for women established by FASA, agencies have a strong incentive to look for qualified women-owned businesses when filling contractual needs.
If you are submitting a proposal for a federal subcontract (and sometimes in the private sector as a prime) the prime contractor may require certification that a business is in fact woman-ownned.
The Womens Business Enterprise National Council (WBENC) certification for women-owned businesses is one of the most widely recognized and respected certifications in the nation. Accepted by over 700 major corporations across the country and a number of federal and government agencies.

The integration of PRO-Net and DOD's Central Contractor Registration (CCR) databases has created one portal for entering and searching small business sources. This integration assists small businesses with marketing their goods and services to the federal government.
The Technical Support Working Group (TSWG) Broad Agency Announcement (BAA) Information Delivery System (BIDS). The primary mission of TSWG is to conduct rapid research, development, and prototyping for the National Inter-Agency Research and Development (R&D) Program. The TSWG is soliciting proposals in specific mission areas as identified on this web site and as published in Federal Business Opportunities (www.fedbizopps.gov). The intent of the solicitation process is to identify technologies and approaches that may provide near, mid, and long term solutions that enhance current capabilities to critical multi-agency and future threat requirements.
The BIDS web site is provided as a tool for dissemination and receipt of data related to active solicitations for the TSWG. The information presented is meant to encourage responses from industry, government laboratories, educational institutions, and other sources to provide technology solutions to the requirements identified in advertised and downloadable BAA packages open to the general public.
